Emissions are a flow, but the stock of carbon is what is causing climate change, so I'm not sure that saying there's a huge time lag in between when emissions cause warming is correct - might have been true historically.

There's a significant time lag between carbon deposited in the atmosphere and the equilibrium temperature you get to. Heating up the ocean (or cooling it) takes an enormous amount of time
