I'm wondering if there's scope for litigation here. Is there a case to be made that these are official communications and thus subject to various preservation/access legislation?

I THINK the issue here is web architecture. The tweets are preserved in various places (although possibly not with all interactions), but not at the original URLs. So that breaks everyone else citations, bookmarks, etc. What if archive access was built into browsers?
