This reminds me of how many radiation treatment protocols for cancer are scheduled with weekends off, not because that is best for the patient, but because that was the facility schedule where the studies were conducted.

(If you're not familiar with radiation therapy, it's an odd thing where you go in daily over a period of time for just long enough to get your tattoo dots lined up with the machine and a few seconds of radiation. In a sane world it would be done daily, but doctors gotta golf)

I’m working on the very periphery of this and my understanding is that public health department staff are eager to do stuff like automation, they are mostly scientists, clinicians, or technicians who, even if they have programming knowledge, don’t have the skills to do so.

You need dedicated IT and engineers to build and maintain this kind of stuff. It can be kind of a lot to budget for one department or agency. I know CA has a Digital Innovation department with a mission that would cover this, but I don’t know if they have the budget and staff.

My layperson observation is that it's easier to spend money on things (tests, equipment) than on people. Anything to do with staff gets mired in defining their terms of employment compared to current staff, labour laws etc.

Also institutions are built by humans for humans. OB wards have skeleton staff on weekends even though babies are born all the time. The military has weekends.
