HK has basically reverted back to colonial governorship. You think it was doomed in 1989. But, I do wonder if Beijing wouldn’t have gone this far off the protestors took the “win”, when the bill was withdrawn, and went home in Sep 2019.

A genuine, independent inquiry into police violence and abuse would have made a difference as late as September 2019. That was the emotional crux of the protests and the government chose not to budge
