Honestly? The criteria is who gains and loses House and Senate seats. Nothing else matters. The GOP's structural advantage in Congress (and hence the EC) is not some kind of hard fact of nature. Dems could compete on rural turf.

I'd definitely argue that those systems should be more fair (eg, the House should be much, much larger) but there's no point in crying foul at the Senate or gerrymandering. Gotta work within those systems until we change them. (And the Senate's not gonna change.)
