My argument is that these donations are plowed right back in to run more FB ads. I'm all for time-efficient fundraising—this is almost a pathological example of the opposite

Based on the amount of money raised for candidates in the last 2 election cycles, I would guess that lifetime value of a donor identified through this advertising is very high, making the eye-popping upfront cost easily bearable.

These extremely lucrative donors tend to be the same across many candidates, and an entire industry exists around finding and exploiting them for a fee. There's no need to incinerate money on Facebook to build that list.
