Stupid and naive question but: why? Why can't one thing just be the pure thing it claims to be? Where is the extra cash going?

ActBlue does all of the customer support for both donors and campaigns out of that fee. Also a good chunk goes straight to credit card co interchange fees. It's an incredibly good deal for a great service from the perspective of campaigns. No one is being taken for a ride.

Could make a reasonable argument that
@actblue might survive on a smaller processing fee, and maybe they don't need quite the rainy day fund they've amassed... ...but I'd rather see them invest even more in product innovation rather than trying to operate on a shoestring.
