In theory, campaigns are supposed to fundraise to “retire” the debt. And, to be fair, many do. https://www.fec.gov/help-candidates-and-committees/handling-loans-debts-and-advances/retiring-debts-candidate/ … In practice, there are a lot of, “I’ll make it up next time” conversations...

My understanding is that it generally goes unpaid, the campaign committee is liable but frequently no person is.

In my experience, it’s similar to how I understand bankruptcies work – there is a priority creditors. Some vendors campaigns don’t want to burn. Seasoned campaign workers know to get paid in advance, or at least include the risk of late season nonpayment into their pricing.
