If you had a ten million lines, decades-in-the-making fortran code, how'd you convert it to a modern language, how long would it take, and how much would it cost?

A few people cc'd me; I guess there's a small but non-zero audience for my Fortran gibberings :D. But seriously though, it's hard to find info on updating/replacing legacy Fortran that considers who has to do the work, the cost/risk balance, or the underlying motivation
