If you are an American, one of the best things you can do is volunteer to be a poll worker. This is particularly true if you are young and less at risk for covid than the elderly people who typically do this job. Everyone I know who has worked polls says it changed their thinking

So is it "globally true with exceptions" or is "every vote counted"? It seems to me you can't have both. "A free and fair election where lots of valid votes are counted, many of them only once" does not sound particularly...free and fair.

It's a large, messy process in a large, messy country. Language like yours is exactly what is used to discourage potential voters, by implying that rare irregularities are the norm.

You cannot credibly call an anti-majoritarian system fair. A child can tell you that in a democracy, the candidates and parties with the most votes should win. It's critical to vote anyway, in spite of this, and to achieve a super-majority mandate to implement fair democracy.

There's an asymmetry wrt to motivations for the two parties currently. The demographics favor the Democrats, so getting more voters will help them. Suppressing votes generally helps Republicans.

Ensuring the election is free is the bedrock of the system. Things like hand-marked paper ballots, tabulating machines not connected to the internet, risk-limiting audits, etc.
