(The grim implication of living planets all over the place is via the Drake Equation. Since we don't get a lot of alien TV reception, the implication is some kind of Great Filter on intelligent life. We don't want this to be in our future, but it would push the odds that way)

Right, since there's not a lot of alien chatter in the sky, if there's planets with life all over the place, it means some step filters them out. Maybe prokaryote->eukaryote is hard, or maybe some version of YouTube kills everyone's brain, or maybe radio-loud planets are killed
