I completely agree with you, as does (I think) the author of the thread I cited. But as she points out, it's the equivalent of working a second job, so unless you have that kind of time to contribute, it makes sense to help people actually hire those who do.

In 2012, while working on Election Day (volunteered for about 6 weeks total), I personally got multiple people to the polls. As in saw them walking back from voting after knocking earlier. Not all districts are the same as you point out.
