I dunno. Seems like academia everywhere has done just about the same thing, but the results are so wildly different in countries with different leadership...

But I’m open to the idea that more power given to academic institutions is the answer to most problems.

I'm sorry, academia is not a substitute for a public health system. Academics can write public articles about why we should wear masks. We don't do disease surveillance, issue regulations to businesses, decide when to close K-12, etc. Nor usually do we speak with one voice.
