I would add hospital network administrators. Mount Sinai in NYC kept on asking if people with ILI had been to Wuhan through all of February. And PPE wasn't even mentioned in any hospital communications until mid-February. "Keep calm and wash your hands" was the mantra.

But: the rot beneath only showed because it turns out we're hopelessly dependent on a functioning CDC & FDA and will endlessly step on rakes when they're broken or muted. I think the blame still lies primarily with the "leadership" above the CDC & FDA.

It's legit to criticize state governments but our state depts of public health really do rely on the CDC during pandemics. They are scrambling but you can't build infrastructure overnight.
