Google will argue that it uses this regulatory power as a form of nerdesse oblige—fighting spam, securing the web by mandating the use of https, and so on. But it also clearly uses it for less noble ends, like the pressure on publishers to move to AMP or lose search ranking

Google's hold on internet infrastructure is so complete that in GDPR countries, you can't even (partially!) opt out of Google tracking without doing free labor for the company, by performing an image recognition task in reCaptcha

But I mean, is this rep indeed spamming people? I wouldn't be surprised by that, and in that case, the filter is functioning. I can tell you, the GOP presidential campaign definitely is spamming. I got on one of the lists and the emails are continual and terrible and misspelled.

I guess what I'm saying is, both can be true. I hear you about the pressure they exert on small publishers and small operations of all kinds to conform to their tech directives—which may well be beyond the abilities of many who who would otherwise run their own sites and servers.
