The ambition question is more in the eye of the beholder than anything else. It seems likely Biden might step down after one term. So I'd want his VP choice to be someone who could conceivably lead the ticket without there being a huge primary battle.

I would define “decent” as she had good ideas, but couldn’t succeed as a presidential candidate because she lacked name recognition or couldn’t rise above a crowded field. Harris doesn’t fit the bill. She couldn’t even get traction in CA.
