I think drones and helicopters.
Helicopters aren't allowed under 1000' in an urban unless taking off and landing under normal circumstances anyway. It's for drones.
The full text of the NOTAM only prohibits drones (UAS), other air traffic is unaffected. The summary omits part 2 of the NOTAM, click on "NOTAM Text" for the whole thing. I'm seeing helicopter traffic landing at the heliport a few blocks north of the courthouse right now.
The second image has that text, just hard to see with no paragraph breaks. They're acting like the courthouse is going to be attacked with an armed drone, they've got some weird fantasies going on at DHS for sure.
I also thought this is about drones.
This is absolutely about drones ... licensed drone operators are required to avoid restricted airspace, and some software packages enforce no fly areas based on zoning ... I think it’s to hinder activist drone operators.
