The solution here is, give people a passport and register them to vote by mail when they turn 18. Make it a part of high school graduation.

there are third party vendors that let you do it online but it ain't cheap

If I am not mistaken they work by sending someone to physically submit the documents for you

Counting post offices as "acceptance facilities", sure. Tho AFAIK, all staff there do is make sure the forms are completely filled out and supporting documents are present before the envelope is sealed and sent to State.https://www.usps.com/international/passports.htm …
