Oh yeah. There are CBP checkpoints on the main highways north of San Diego for example. They don't actually have a lot of their powers away from the border and very much do NOT want you to know that.

I think they also can be borrowed by other fed LE orgs. In Portland, the nominal justification was to protect/investigate property crimes against federal buildings, was it not? If so, (big if!) your reform would not help in this specific instance.
