Policy matters (you can't go to a bar if they're closed) but people also read and watch the news, and have agency. It was absolutely predictable that covid fatigue would set in if nobody bothered to explain to people what the plan was, and why everyone needed to participate.

I mean, part of the point of this graph is that the people who *are* supposed to be the trusted figure articulating a plan is instead encouraging people to pretend there is nothing wrong, and in fact actively opposing the message of others to stay home and wear a mask.
