I think the question of who runs the thing is an important one. Three months ago I just kind of thought "give it to the CDC and put safeguards around it". These days I'm wondering if it doesn't make more sense, and keep us safer, to give it to state health authorities

No existing entity we have now has sufficient protections. What we NEED is a health body with a walled garden around its data like the Census where everyone agrees the need for collection is so great it must have human manual backup and be legally impervious to secondary use.
