Not sure how sarcastic you're being here, but this practice is ancient because it works. It's one of the myriad stupid things from consumer psychology that doesn't seem like it should work, but it does anyway.
I seem to recall reading that consumers are so conditioned to the n-1 price pattern that not using it makes the prices look "fake" or "arbitrary". I'll have to see if I can find that reference.
