I think it largely boils down to "in reality, the president can only be punished politically in elections". So he can do whatever he pleases, as has been shown
Trump and his campaign team are the most diligent followers of campaign finance law so I’m sure it’s fine
They did this in 2016. And then stuffed the “winnners”
ISTR an article about previous raffles where the authors tried to track down the winners. Turned out that nobody got to meet him.
The illegal part comes when they never actually select a winner, which is what they’ve done 20+ times with their “Have lunch with the President” raffles.
