So to be clear, what does this mean? IIRC, these PACs are formed within Facebook by employees, but they are not actions by the organization? Does Facebook have any active oversight or say in these donations? I am not arguing, but more want clarity on how to parse it.

It's a legally separate entity (because of how campaign finance law works), but it's formed by management and they decide who donations are given to. The money comes from voluntary employee contributions, but the donors have no say in how it's spent in the company's name.
