My default explanation for anything like this is "dumb unintentional glitch", but last time I thought that was the case it turned out Tim Cook had personally banned a pro-Hong Kong app from the App Store, so I don't know what to think anymore.

Not giving suggestions is not censorship - its bad behaviour, perhaps a bug. If they eliminate results, thats a different story but there is no indication that is actually happening.
