The recipe thing is at least explainable. Recipes themselves (i.e. ingredients and steps) can't be copyrighted, but narratives involving recipes can. It first started in 'named chef' recipe books to prevent them being incorporated into cheap recipe collection books.

The reason for recipes is SEO. Big recipe sites are aware "time on page" is a metric Google uses to rank search. People clicking on your recipe to quickly check for an ingredient counts as a bounce by Google and gets you further down the page.
