I think it's weirder than that. The strict lockdowns seem like they're genuinely necessary some places, while others with a fair number of cases skate by on almost nothing.

There's literally nowhere in the world that hasn't drastically altered its behavior due to the virus. Just because some places have lacked strict top down measures doesn't mean they're skating by on almost nothing and this is borne out by mobility data

Given the exponential nature of a virus there's a huge random component as well in terms of timing of behavioral changes. A week or two with a few super spreading events/behaviors can easily make the difference between a New York and a Seattle
