Is it that the “stamp it out” option requires a few more human rights to be trampled on than the other options that were tables in western nations? What are your thoughts.

That's the part of your argument I find incoherent. I can understand a strategy of eradication in a place like Hong Kong or New Zealand, but not large countries, let alone entire continents. It's called a pandemic for a reason!

There's been one infectious disease eradicated in human history. Doing so required a vaccine, decades of effort, and some help from mother nature (highly visible symptoms and the absence of asymptomatic spread).
