I cannot comment about other places but thisdoes not apply to Kerala, for sure. Everything in that article about Kerala is true. Testing, tracking, support, isolation.... all scaled up and working.

I believe it. But there are many countries where there is almost no testing, support, tracking, and isolation, and they're also doing great. The error is in inferring a causative relationship between these policies and low COVID numbers.
