Because it’s not the only factor? Health, responsiveness to governmental orders, socio-cultural factors, insurance, ability to quarantine, etc., those are also factors (and many others I’m sure)

Middle income countries seem to be the most dangerous. Enough income to have large indoor gatherings with air conditioning to help. See Iran, Ecuador. Russia seems to be trending that way and I'd be pretty worried about Mexico, too.
