You realize these two explanations are in tension with one another, right? Either people are social distancing on their own initiative, or as a result of government announcements.

It's an inclusive or. People can distance for many reasons. Being forced by government is one of them -- the only one with significant force in a whole lot of places. But in Hong Kong, by numerous accounts, the government was following the population, not leading.
