You can limit it by statute, and I don't see this as an insuperable obstacle. People are not thinking rationally about this topic, in my opinion.

Theoretically you could. With this congress & admin you cannot. It is ideologically unacceptable to a majority. It's too technical to gain traction within committee. Language is likely to be botched. The administration is likely to ignore the statute. Court will allow or delay.
