The US government is not a monolithic entity, and you can limit this data to a specific agency. You can also do it at the state level, if you think the Federal government can't possibly be trusted.

You can't limit by agency. Agencies engage in information sharing agreements. There is a famous one between DHS & ORR. It forces people to decide between ignoring a child in need & reporting on a loved one. Contact tracing w/o privacy will force people into similar decisions.

You can limit it by statute, and I don't see this as an insuperable obstacle. People are not thinking rationally about this topic, in my opinion.
