Hong Kong doesn't have that, so no. He likely is arguing for something like HK is doing with travelers (centralized quarantine & significant testing for new arrivals), but the US can't be bothered with that.

Your link looks like it says a total ban on travel for non-residents. The sentence before the one you pasted is: "Travellers arriving in Hong Kong on flights from overseas countries/territories, who are not Hong Kong residents, will be denied entry to Hong Kong."

It literally says "Non-Hong Kong residents" in the sentence I copied. Those are people who are not from Hong Kong. There are over 1.5 billion people from China, Macao or Taiwan who can visit Hong Kong.
