Aren't Turkey/Indonesia/China/Iran the counterexamples to this theory?

Ecuadorian sources generally believe the official death tolls are an order of magnitude too low. They're reporting all the same stories from northern Italy about hospitals and morgues with literally no space available.
The map isn't very helpful in this context though. UK, France only stopped universal BCG about 15 years ago, Ecuador still reports very high rates of BCG vaccination. Initial study that raised this was from March, presumably results would look very different with updated data.
What do we make of Iran though? All my cousins and friends born there got the vaccine but the country was hit pretty hard.
