Chance accounts for a lot of disparities, but there's an awful lot of places staying lucky for an exceedingly long time right now.

Japan and some US states come to mind right now. Any others stand out for you in particular? Places like Taiwan, South Korea, New Zealand, Hong Kong, among others were highly unlikely to have been based on luck. The US as a whole, at 2000 deaths a day isn't lucky overall.

Yeah, but some of the intranational disparities are just as glaring as the intentional ones. Sicily has hardly been touched, and if it was going to spread rapidly anywhere in Italy you'd assume it would be there.
