A weird cultural moment when a lot of the national press lives in a city completely traumatized by coronavirus, while most of America lives in places that have barely been touched by the disease.

I keep vacillating between "those places are safe, they did such a good job" and "those places have literally zero immunity, they're ticking time bombs"

Maybe testing is the answer. If your hospitals are full, you don't have to test to know you have a problem. If your goal is to open businesses as soon as possible & your hospitals aren't in overflow, maybe you don't know how many ppl have been infected. Let's give it 3 weeks.
