Things made a lot more sense last month, when you could argue that everyone was on the same curve, and its slope would be determined by the speed and intensity of social distancing measures. But that's not what happened at all.

It seems likely enough to just literally be random. A higher number of seeding events and more time before behavior changes and you get a much larger wave of infections.

This is my theory too. You could have had a handful of superspreaders that set a large baseline of cases before social distancing went into effect.

Stockholm is Sweden’s Lombardy: 54% of its hospitalizations and 61% of its ICU patients (scaled to population). I guess this is one of the answers everyone is giving but it seems like— When one location starts to blow up, other regions/countries change the way they test and count (cases and deaths). No one wants to be NYC or Lombardi.
