The key difference in my mind is that the "solutions" bake in a lot of assumptions about the disease spreads, while the surveillance does not.

GPS is very bad at internal location. Bluetooth, if you're willing to pay a significant battery cost, will be much better. What concerns me about the privacy-preserving protocol is the slowdown. Why hasn't this launched yet? Ship with an expiry date and get v1 out last week.
