The NZ government disbanded parliament and is a single declaration away from being able to legislate by decree. Note that I am not comparing this to the current situation in Canada.

Err, the govt did not disband parliament - parliament voted to adjourn parliament for 5 weeks. But yes, the executive has special powers while in state of emerg. There are checks and balances, but the trick is to vote in a trustworthy and competent govt in the first place.
