There's a Congressionally chartered organization called the National Center for Missing and Exploited Children that solves the problem of how to let the FBI inspect every Facebook photo. I'm sorry to hear that, but they have not been ineffective at combatting child trafficking. The amount of exploitation material people attempt to put online is absolutely overwhelming.

I entirely agree systems like theirs are used and find some of a massive stream of content people upload.
