This theory holds that only certain people spread the disease aggressively, and so containment means identifying infection clusters, and finding these "seeds". I'm not qualified to comment on it, other than that it seems different from any other national approach I'm aware of

One thing I find very interesting in the Japanese response is an emphasis on talking as a vector of disease spread. One way or another, at the end of this we're going to know a whole lot more about masks, aerosols and coronavirus

Punting on the "authority" question for reasons that I think you can appreciate, I think "a plausible theory that turned out to be wrong" and "system which was incapable of providing evidence against the theory in a timely fashion" explains much more of last month than believed.
