I think the plan is sound, but the implementation is inadequate. I should be able to go on the SBA website, upload required documentation, link my bank account, and get a direct deposit from the government as soon as it is approved. Instead it's done indirectly through 2000 banks

Yeah, who are probably middleman-ing away at least some of the $ right? So it's a real problem, but can we get legislation that isn't terrible? I imagine probably not without a few more trillion to Boeing or something.

I don't even mind the middlemaning bit. If 10% or 30% is skimmed off by financiers, it's enraging but the program is still worth doing. This really seems more like a failure of basic financial infrastructure. My pet legislation to get around this is postal banking
