Problem is that the paths, access points, and open spaces become so busy that it's bound to cause new infections.

That's not a settled point at all. Here in Japan, for example, there's a conviction that the virus spreads most readily in unventilated indoor spaces where there is a crowd and multiple people are talking. Major spreading events we know about have all been indoors.

But even granting this point (which is one for medical science to settle), you can find creative ways to stop the bunching without locking up a population. We've seen many parks set up one-way loops, patrols to ask people to spread out, rate-limiting access through the gate, etc.

"Spread out" is a very different message, and differently enforced, from "we're locking up the local park"
