This is just like the battle against masks. Authorities don't trust people to be able to comply with the honest advice (it's fine to go outside, just don't congregate or travel), so they have imposed a rigid "stay at home" policy, which will predictably backfire

Because telling people not to go to a local park or beach–not to go outside, in effect—is not tenable. It turns a cooperative effort into a punitive fight with police, and imprisons an entire population. You can't sustain it, and we need to be able to sustain these measures.

I would't be surprised if this isn't the work of the behavioural scientists again, and some form of "expectations management". When the people are able to go outside again in a few weeks they will be so happy, they won't be upset about not being allowed to go to the pub

Problem is that the paths, access points, and open spaces become so busy that it's bound to cause new infections.

That's not a settled point at all. Here in Japan, for example, there's a conviction that the virus spreads most readily in unventilated indoor spaces where there is a crowd and multiple people are talking. Major spreading events we know about have all been indoors.
