A targeted ad is still different from a targeted cop "terminating your circulation in society" with legal power ... Maybe receiving targeted ads with your name and the request to self-isolate can work. People might conclude that having targeted-ads is a good thing...

The private sector can harvest data, but only the government can oppress you with it (since no companies have private armies anymore). You're right that what's happened so far has largely been from the private sector (except for govt mass surveill.), but it can still get worse.
