There are different flavors of cell phone location data, and your phone (and therefore Apple/Google) potentially know a lot more about where you are than the cell tower operator. With respect, too much of the commentary in this area right now starts with a desired conclusion (location tracking is not just bad, but won't work) and builds arguments backwards from there

It's also likely that some location tracking techniques that don't work well in cities will be extremely useful for tracking suburban and rural contagion, as well as long-distance spread. Just because a technical approach doesn't work in Penn Station doesn't mean it's not useful
