These states will then have a loud voice in policymaking and no incentive whatsoever to back public health measures they didn't trust to begin with, and which in any event will no longer offer them even theoretical benefit, only hassle.

Actually there is no assurance that surviving the illness confers immunity: younger survivors have alarmingly low number if antibodies. There’s also no assurance that immunity lasts

From my experience countries with competent, strong initial response are starting to make plans to transition to containment.

I didn't see any indication that building herd immunity (ignoring mass death) would be any faster than initial suppression and pivot to containment

The only way to get herd immunity for this virus is for the entire population to get it. If they get here immunity they will do so through a staggering death toll
