The story is justifiably "look at this insanity on a day when Japan is supposed to be in a state of emergency", but the other story is that it's been like this for months and for some reason the disease hasn't torn through this elderly country with its high density. It's weird.

There's clearly a lower bound set by official numbers (there has been little testing in Japan, because policy was to send all people who test positive to the hospital), but also an upper limit, set by the fact that people aren't dying in the tens of thousands. What's going on?
