Except most people are and it’s working. Daily cases going down, daily recovered cases above new infections, only one death .High numbers of test at a population level. Maybe that’s not sustainable long term...but it’s working and “just social distance” isn’t in plenty of places

It’s a tough balance. I think you’re right that extremes are going to cause things to degrade, but you also have to make the rules very explicit and clear - they had to shut down the Chicago lakefront because people were being putzes.

Restrictions here have been getting progressively worse as people fail the social distancing concept and will stay close to and mingle with other people. 1st sunny day after gov reqs social distancing, beaches are packed, parks are full, so gov pushes for a state of emergency.

It’s also maybe worth pointing out that New Zealand is a wildly different place than the US, and things that will actually work there may not work here for reasons of population density, culture, and the fact that NZ is an island.

NZ also does a lot of its own manufacturing, and has responded on a timeline similar to California’s, so has half a shot at actual containment.
